Diese Regelung soll verhindern, dass die Mieten zu stark steigen. Wenn eine Wohnung neu vermietet wird, darf der Vermieter nur eine bestimmte Miete verlangen, die nicht viel höher als die ortsübliche Vergleichsmiete ist.
